I guess I will be the first person to mention the TR-116B sniper rifle. At Ultra Rare it has [ShPen]x4 which pretty much gives you 100% shield penetration. That rifle will punch right through the Borg's shields and hurt them where it hurts most. However, it is a sniper rifle after all so it isn't particularly good against groups and what not.
Personally I use other weapons against the Borg. Yes, Borg adaptation may be an issue but you just have to give them either the frequency modulator or get the integral one from the various Omega rep sets.
Oh and if you want to make use of the expose/eploit mechanism and you're a tac: the coordinated efforts module might be useful here. It adds a chance to expose, critical severity and its secondary effect can clear debuffs and assimilation nanites.
Might also be useful if you choose to melee the Borg.
Speaking of Melee weapons: Lirpa's are the best! Or at least the most fun, I probably wouldn't want to face Jan in melee combat with only a Lirpa

The OP mentioned he did not want to be stuck with kinetic thus the TR and the shotgun are out of the picture.

In general you are correct with the rapid adapting, but the exception to the rule are fast firing weapons with the [borg] modifier.
For the borg that is death by a thousand cuts and those cuts are delivered swiftly.
Tested a dual pistols with a [borg] modifier from defera drop and was amazed how effective they were even after the borg adapted to them.
if i upgrade my weapon, does the [borg] mod increase in damage? is it related to the weapons base damage or is it set to 15?
that said, I am a fed eng player, love my little auto defenders that cant be adapted to ^_^
i currently have one of the borg weapons for an officer, i think it had the ability to break through shields or something? it was a mission reward.
good point, i dont want a one time weapon, I want something that will kill other targets, but also really hurt borg
The [Borg] modifier adds 15 damage against the Borg. If your weapon does 50 dmg then you get an additional 15 but if they have assimilated you will just get that 15.
